Abstract 
Given the prominence of networked technologies in our everyday lives, civil society, industry and governments are looking to delegate some responsibility to engineers to “secure” these networks. Each of these forces imagines folding security engineering practice into a project of “privacy", “security" or “cybersecurity". While all three projects are related, they are also in tension with each other with respect to their understanding and implementation of security. This talk will look at some of the assumptions that underlie this delegation relationship by studying security engineering artifacts. The talk then continues to ask, what would it take to make this into a delegation relationship that is open to public scrutiny.
