Professor Marilyn Rubin of the Department of Public Management is featured in Bill Hammond’s New York Daily News column about a recent report on corporate tax credits that she co-authored with Donald Boyd of the Rockefeller Institute of Government for New York State Tax Reform and Fairness Commission. The report found that approximately only 1% of companies doing business in New York benefit from these tax credits and many are highly profitable real estate developers and film and TV production companies.
