John Jay Distinguished Lecturer Martin Horn have his article, "Why We Need a Radically Different Approach to Prisons," published in the Sin Miedos blog of the Inter-American Development Bank.

In his commentary, which appeared on Oct. 28, Professor Horn asserts that prisons serve a vital public safety function by confining predatory dangerous offenders, and an important social function of reinforcing social norms by punishing those who break the law. But for prisons to be more humane, he notes, they must be safe places.
